On
behalf of the Lightbearers, I thank you for your hospitality,
good people of Redfield.
I am Master Vass Degal – a representative from Haven
just a short distance away. We’ve heard a great deal
about your town and its people, and we wanted to come speak
to you all concerning what help the Lightbearers can offer
your town. I’ve also heard that the Travelers have
been here trying to ingratiate themselves through bribery
and lies. They offer help only with their wallets in mind.
Even if you don’t believe in our cause, there are
other groups that can offer you far more valuable support.
Remember, when it comes to the Travelers, it’s what
they don’t say that should worry you.
I expect you’ve all heard stories about us and are
curious as to whether or not they are the truth. Our purpose
is to help restore mankind. It is difficult to go back to
life as it was before the Fall, try as people might, and
we accept that. What we can do is take what limited resources
we have and make a new start. We don’t have access
to the technologies that existed before the Fall, and we
don’t necessarily need them either. The world has
changed and we have to do the best with what we have and
improve what we can.
Much like the people in your own town, we Lightbearers
are from all walks of life. It does not matter where you
come from; good people want to be able to heal the sick,
help the helpless, and defend weak . We can teach you how.
We are dedicated to making this world a better place through
our own actions or by teaching others. For those gifted
by Shiva’s touch, we offer guidance and training.
If you choose to ally with us, you will all come to understand
yourselves better. Only through understanding your mind,
body and spirit, and balancing them, will you be able to
realize your potential – the potential Shiva gave
you as the descendants of those who survived the Fall. Whether
your destiny is to become a warrior, farmer, healer, craftsman,
or all of them combined, it begins with knowing the potential
of who and what you can be. If you choose to learn from
us, you will have the chance to become a force beyond anything
you can imagine. This is the path we offer.
Unlike the Travelers, we do not expect you
to make a decision without being fully informed. I will
tell you something of the other groups that will seek your
allegiance. Some are respected by us and are our allies.
Others you should beware. Their ideas, actions, and philosophies
are like a cancer that will slowly rot your town and they
will take all they can use from it until there is only a
faint memory of what Redfield once was.

If you were to ally your town with the Enforcers, they would
work closely with you to turn Redfield into a model of order.
However, as intentioned as they may be, they do not understand
how mankind has changed. They do not believe this age to be
a new dawn. They see it as a dark beast that needs to be controlled.
We see it as a spiritual awakening that offers all the chance
to truly shine.
Unlike
some of the other groups, the Enforcers do have a higher
goal – to recreate a system where everyone is accountable
for their own actions and all work together for the greater
good. Law and order. Checks and balances. Right from wrong.
If anyone has a chance to help us restore civilization from
the midst of this chaos we live in, the Enforcers would
be the group to do so.
A few
loose cannons in the upper ranks believe in martial law,
but enough of them remember the Enforcers’ role in
Masters’ reign and the ultimate price of tyranny.
For now, most of the Enforcers are simply concerned with
creating a world where people can safely walk down the street
without the fear of raiders, thieves, or murderers.
Vistas
Some believe that the Fall of mankind was due to arrogance.
Some say the Fall of our world was brought about by misunderstandings.
The Vistas believe the Fall was caused by man’s reliance
on technology. They believe that man’s obsession with
technology will inevitably lead to our complete destruction.

Some believe that the Fall of mankind was due to arrogance.
Some say the Fall of our world was brought about by misunderstandings.
The Vistas believe the Fall was caused by man’s reliance
on technology. They believe that man’s obsession with
technology will inevitably lead to our complete destruction.
The
Vistas views on technology are more extreme than our own.
Where we see that sometimes technology can be used for the
benefit of all, their disdain of technology even reaches
as far as devices which can save lives. We feel that such
a narrow view is overly repressive and does not contribute
to the continuation of humanity.
That being said, the Vistas have a better understanding
of nature than most people even have of themselves. They
respect nature’s bigger picture and they understand
how necessary it is to protect it.

What is freedom to you? Is it doing whatever you want regardless
of whom it might hurt? The Chota have no regard for the value
of human life or the effect their actions might have in the
name of their freedom. They might as well group themselves
with the raiders for all the lack of humanity they display.
We believe freedom comes with a price – you must be
responsible for your own actions and contribute back to the
society that helps keep you free.
Just recently a group of Chota were “unhappy”
with a town’s decision not to ally with them. They
attacked the defenseless town and killed everyone who put
up a fight. A lone Lightbearer named Kris Rowntree arrived
and routed the band of attackers. The outcome was never
in doubt as the Chota fighting style lacks discipline –
much as their guiding philosophy.
The Chota would
destroy the world before remaking it. The limit of their
sight and their lack of responsibility will eventually bring
about their own downfall. Think carefully before allowing
them to gain a foothold in your town.

Power corrupts and technology is power. The Techs one minded
obsession with their “toys”, is such that they
seem oblivious to the world around them. Shakti said that
during the dark days of Alec Masters, the Techs had no qualms
about how their technology was used to control the oppressed.
They only cared for the joy of discovery and gave no thought
to how their creations were abused or the damage that they
caused.
During
the reign of the Masters family, some of the re-discoveries
the Techs made were terrible weapons that should have been
left in the past. They supplied Masters with living tools
of war that were abominations. We can only hope that all
of their worst creations were buried with the Hoover Dam
labs.
If the
Techs were to use their science for the betterment of mankind,
the world could become a better place again. But until they
no longer hoard devices that could save lives and instead
help humanity, their organization serves only themselves.
They will not look to help you unless somehow it is to their
benefit.

The Travelers
are conniving, thieving, corrupt, criminals who are only a
half-step away from being raiders. They are the scorpion hidden
under your bed, the plague that spreads in the dark and rots
the body and soul. They would turn against each other for
a mere handful of chips if it benefited them. If you have
ever dealt with Travelers, you know not to trust them with
anything.
Their business only helps themselves. Do not ever make
a deal with the Travelers for they will cheat you –
the only trading group you will ever get a fair deal out
of are the Bankers. The Traveler “families”
consist of scammers, cheats, assassins, and thugs. They
even have individuals whose job it is to clean up any proof
of their activities. Luckily, our brothers and sisters of
the Sun and Moon are easily able to deal with their assassins
as need be – usually before they can kill their targets.
The Traveler agent has probably said that he is a simple
person, no different than any one of you. He undoubtedly
told you how much the Travelers will help your town by doing
business with them. But a snake in the grass only survives
by remaining unseen until it strikes. The Travelers will
not reveal their true intentions if they can help it, but
do not trust their false promises. Your life and well-being
might depend on it.
They will bargain what they need from your town and leave
when they have all they can take.
Only then will
you realize you’ve received nothing in return except
for a handful of chips.

| You’ve
heard my words and I will now leave you to think about what
I have said. It is healthier to doubt, to question, and to
wonder than to make a decision blindly. Please take your time
and make your decision carefully. Shakti says that the light
within can help cast away the shadows of fear. Look within
yourselves and determine what your town needs to succeed,
and then make your decision. We would be pleased to work with
you and help remake Redfield into what it is meant to become.
